R.V. Anderson Associates Limited (RVA) was retained to assess the physical condition of the City of Hamilton's network of water and wastewater outstation facilities, and to provide the City with information to be used for rehabilitation and capital budget planning. The assignment included site evaluations and data handling for 140 water supply and waste collection facilities that serve a population of 1.5 million in the amalgamated City. The work involved design of a database program that suited both the format of the fieldwork and provided an efficient platform for data handling. Hamilton's operations staff provided input into the data structure to ensure that relevant disciplines were addressed during field evaluations. The program's central focus was on priority for renewal. This involved the evaluation of a number of significant indices representing the condition of existing facilities, as well as risk of failure, environmental impact, and loss of capacity scenarios. The data from site reviews produced a global value assessment of $ 360 million for the network, in addition to a prioritized outstation rehabilitation plan of $ 38 million over 12 years. RVA also developed a descriptive life cycle to profile the facilities over a 100-year capital renewal program. The City was given a complete data set as part of the project deliverables, in addition to a program model that will allow for further data analysis for prioritization of future upgrades.
