The consulting team, headed by R. V. Anderson Associated Limited (RVA) worked with City staff and two City-appointed committees to develop a diverse beneficial biosolids use program that would allow shut down of the Ashbridges Bay Treatment Plant sewage sludge incinerators. Working in a team with the City staff as well as the public and expert committees the consultants prepared the proposal call documents for contractors to bid on the provision of beneficial use options for approximately 50,000 dry tonnes per year of biosolids processed at the Plant. Contractors were selected for a direct land application of biosolids in a cake form as well as marketing of the biosolids pellets. Three design build projects were executed under the Program: The Biosolids Dryer/Pelletizer Facility, Truck Loading and Odour Control Facilities, and Plant-Wide Heating System (to replace the incinerator heat recovery boilers). For the latter two projects RVA and Brown & Caldwell completed 20% design. The consulting team also assisted the City of Toronto, in evaluation of the related design/build proposals, contractor selection, site inspection and contract administration services for all three projects. The work also included participation in commissioning of the projects and operator training activities.
