R.V. Anderson Associates Limited provided engineering services for the functional planning, preliminary design and undertaking a Class Environmental Study for improving road access to the north waterfront area. The railway corridor separates the waterfront area from the City and therefore various alternatives were reviewed for improving access across the rail corridor.
Various rail relocation alternatives were investigated to reduce the cost of the project and the recommended solution was to relocate part of the rail yard and construct an overpass structure over the relocated rail yard.
The project also included two public information centres and several meetings with the major stakeholders in the area to arrive at a consensus for the project. Fisheries concerns were addressed during the project and appropriate mitigating measures were outline in the Environmental Study Report. There was no public objection at the end of the study.
