As part of the City of Ottawa's Integrated Road, Sewer and Water Main Program, R.V. Anderson Associates Limited (RVA) was retained by the City of Ottawa to design and prepare contract documents for the replacement of sewers, water main, roads and sidewalks on Nepean Street, from Kent to Bank Street and Metcalfe to Elgin Street. Nepean Street is located in the downtown core of the City and includes a combination of residential and business properties. Vehicular and pedestrian traffic along this one-way street is heavy and during construction, services were to remain functional. The study area was served by a combined sewer, and RVA undertook the drainage design for replacement of the existing combined system with dedicated storm and sanitary sewers. During the planning phase of the project, RVA examined the potential impact that the construction works would have on the local residences and businesses. As part of this process, a public open house meeting was arranged in which key public requirements were identified and these were incorporated into the final design. A phased construction approach was implemented in order to minimize the disruption to local businesses and traffic. In order to provide the required separation distance between services, a number of utilities were identified during the design phase that required relocation. Hydro Ottawa and Embridge Consumers Gas facilities were removed and relocated prior to the main contract being started. RVA worked with City of Ottawa supervisory personnel during construction to provide contract administrative support.
