The City of Owen Sound retained R.V. Anderson Associates Limited to design and administrate the construction of the Water Treatment Plant UV upgrades and building of a new residue management system.

This project was the last in a series of capital projects to bring the plant up to the new drinking water standards and to satisfy the requirements for water disposal to the bay.

During the detail design, the approach of installing the UV disinfection units in a separate chamber proposed in the preliminary design was replaced by an alternative design that placed the UV disinfection units on each individual filtered water pipe. The alternative design enabled construction of the project without a complete shutdown of the plant, and reduced the overall cost of the project by approximately $1 million (40%).

The construction of the new residue management system consists of a new equalization / settling tank and equipment to provide treatment for filter backwash water discharged to Owen Sound Bay. Previous upgrades include the addition of ultraviolet light disinfection, upgraded fluoride and coagulant chemical feed systems, an upgraded chlorine disinfection system, and a larger diesel generator to provide electrical power during power outages.

Total cost of construction was 1.4 million dollars for the UV upgrades and 1.3 million dollars for the Residue Management system.
